Hong Kong Government Responds to Milk Powder Shortage: Guaranteed Demand for Excluding Departure Tax

Mainlanders rushed to buy milk powder in Hong Kong, causing Hong Kong’s “milk powder shortage” in recent months. The prices of various types of milk powder have been pushed up. Hong Kong's director of food and health, Dr Chow Yue-yue, responded that major milk powder suppliers in Hong Kong have assured the authorities that they have sufficient stocks of milk powder and will increase their supply in response to rising market demand. It is believed that some milk powder shortages are just a matter of market supply and demand.

Some Members raised a question in the Legislative Assembly that many mainland tourists and “sweepers” purchased powdered milk in Hong Kong. This led to tight supply of milk powder in Hong Kong and the selling price was also raised. Among them, the New Territories North District adjacent to the border was the most affected and there was a pharmacy. Less than 10 minutes after the return of milk powder, it has been sold out. It is worrying that the supply of milk powder in Hong Kong has been seriously affected. We hope that the SAR Government will ensure that there is sufficient supply in the market and introduce specific measures to stabilize the price of milk powder in Hong Kong.

In response, Zhou Yiyue responded in a written reply that the Food and Health Bureau and the Consumer Council have been in close contact with major milk powder suppliers recently to discuss increasing supply and make corresponding freight arrangements to speed up replenishment and try to meet market needs. And the other party promised to increase supply in response to market demand. According to information provided by people in the industry, since the fourth quarter of last year, one of the major suppliers has already accelerated the shipment of milk powder to Hong Kong by air freight, which will more than double the increase in February supply in the same period of last year.

Regarding the shortage of certain brands of milk powder at some retail outlets, Chow Yue-yue said that mainly because some retail outlets have a large amount of demand at certain times, it is basically a supply and demand problem. Retailers will also pay close attention to the sales situation. , especially in the vicinity of the border area and the sales point along the East Rail.

There are opinions asking the government to impose a departure tax on milk powder. Chow Yue-yue said that Hong Kong has always pursued a free trade policy. When considering whether or not a departure tax should be levied on a certain type of goods, the authorities must carefully consider various factors, and As a result, the government does not consider it necessary to impose a departure tax on the export of milk powder.
